These larger issues were overshadowed in the present culture of limited reform such as economic reform, market reform, disinvestments etc. This limited reform should go hand in hand with the larger reform proposed by author in order to lay strong foundation for the state institutions to be operated by persons steeled in the virtues of commitment and integrity.
