This book grew out of increasing doubts as to the adequacy of opinions concerning what is, or is not, part of the traditions of liberal thought. The practice of liberals in power is recognizably different from the current image of liberalism as an ideology inimical to strong government and forceful political action. It is still not generally realized how far liberal theory itself defies this image both in England and on the Continent.
